SANAULLAH VS GOVERNMENT OF KHYBER PAKHTUNKHWA through Secretary Higher Education, Civil Secretariat, Peshawar Regularization of service---Legitimate expectancy---Scope---Where statutory rules provided for a power to appoint ad hoc employees for a period not exceeding one year and the authority granted extensions for several years, High Court observed that such extension in the tenure of service undeniably created a legitimate expectancy in their minds with reference to their retention in the service on regular basis
