JUSTICE QAZI FAEZ ISA VS The PRESIDENT OF PAKISTAN Non-publication of notification in Gazette---Effect---In ordinary circumstances, the non-publication of a Notification in the Gazette did not affect its validity except for in limited situations such as when a statute made publication in the Gazette mandatory or where the rights and liabilities of other persons were involved.
