ADMINISTRATOR MUNICIPAL CORPORATION, PESHAWAR VS TAIMUR HUSSAIN AMIN arts. 140a & 153---Local Government elections---Council of Common Interest ("CCI")---Delay in conducting Local Government elections---Supreme Court observed that matters of State took priority over all other matters; that to postpone indefinitely a constitutional requirement, of holding elections, because CCI, which comprised of the highest executive functionaries of the Federation and the provinces, could not be bothered to meet, violated the fundamentals of the Constitution, and that the Constitution could not be permitted to be violated---applications were disposed of.
