SHAMROZE KHAN VS NATIONAL ACCOUNTABILITY BUREAU, KARACHI GOVERNMENT OF PAKISTAN art.199---Constitutional petition---Territorial jurisdiction---Factual controversy---Petitioner was aggrieved of blocking of original record of Dumper purchased by him from respondent---Plea raised by petitioner was that loan agreement between respondent and bank was not binding on him---Validity---Registration book regarding subject vehicle was issued by Motor Registration authority, Balochistan, and cause of action if any had arisen there, therefore, High Court (Sindh) lacked territorial jurisdiction---Plea of petitioner regarding loan agreement was not justiciable as High Court in exercise of Constitutional jurisdiction under art.199 of the Constitution could not look into such factual controversy requiring recording of evidence---Subject vehicle was also subject matter of an investigation conducted by NaB against ex-Chief Manager of the Bank---High Court declined to interfere in the matter---Constitutional petition was dismissed, in circumstances.
