PAKISTAN TELECOMMUNICATION COMPANY LIMITED VS PAKISTAN TELECOMMUNICATION AUTHORITY S.23---Issue of enforcement orders and penalties---Scope---Section 23(3) of the Pakistan Telecommunication (Re-organization) Act, 1996, provides that if a licensee fails to (a) respond to the show-cause notice, or (b) satisfy the Authority about the alleged contravention, or (c) remedy the contravention within the time allowed by the Authority, the Authority may, by an order in writing and giving reasons, inter alia levy a fine which may extend to Rs. 350 million---Sub-clauses (a), (b) and (c) of S. 23(3) have to be read disjunctively.
