HAFEEZ-UR-REHMAN CHOUDHARY VS FEDERATION OF PAKISTAN arts.48(6) & 199---Constitutional jurisdiction of High Court---Mandamus, writ of---Maintainability---Prayer against basic structure of the Constitution---Petitioner sought direction to the Federal Government as well as other respondents for holding a referendum for Presidential system in Pakistan---Validity---Such prayer went against the basic structure of the Constitution regarding democracy---No proper parties, under the Federal and the Provincial Government, had been made against whom direction could be issued by the High Court; nor any prayer to that effect under the Ministry, Division or Department had been made; and also no (relevant) law had been mentioned---Writ of mandamus could only be issued under art. 199 of the Constitution to a person to do, what was required by law to be done---Constitutional petition was dismissed being not maintainable.
