ENGINEER BISMILLAH KAKAR VS FEDERATION OF PAKISTAN, through Secretary, Ministry of Industries and Production art.199---Constitutional jurisdiction---Investigation and appreciation of evidence---Scope---Extra-ordinary constitutional jurisdiction was intended primarily for providing an expeditious remedy in case where the illegality of the impugned action of an executive or other authority could be established without any elaborate inquiry into complicated/disputed facts and controverted questions of fact, adjudication on which was possibly only after obtaining all types of evidence in power and possession of parties could be determined only by a Court having plenary jurisdiction in matter.
