ABDUL REHMAN VS State Policing powers---Principle---Whenever policing powers are conferred on any agency constituted under a special law, such power can be exercised by concerned agency only in relation to the functions assigned to them under special law---One special law cannot be merged into another special law by any notification for any purpose whatsoever, particularly when one of the two enactments carrying an overriding effect on any other law for the time being force.
