TAHIR NAQASH VS State Penal statute---Rule of strict construction---Scope---Penal statute should be strictly construed in favour of the accused---Degree of strictness depends upon the severity of the statute---When it is said that all penal statues are to be construed strictly, it only means that the court must see that the act charged is an offence within the plain meaning of the words used and must not strain or stretch the words---In other words, the rule of strict construction requires that the language of the statute should not be so construed so as to include acts within it which do not fall within the reasonable interpretation of the statute---Rule of strict construction, however, must yield to the paramount rule that every statute is to be expounded according to the express or manifest intention of the Legislature
