PAKISTAN PEOPLES PARTY PARLIAMENTARIANS (PPPP) VS FEDERATION OF PAKISTAN through Secretary, Ministry of Law and Justice Islamabad R. 17(1)---Speaker to decide points of order---Scope---In terms of Rule 17(1) of the Rules of Procedure and Conduct of Business in the National Assembly, 2007 (NA Procedure Rules"), jurisdiction of the Speaker/Deputy Speaker is confined to interpreting/enforcing the NA Procedure Rules or those Articles of the Constitution that regulate the business of the National Assembly---However, the Speaker is not competent to issue a ruling on the interpretation/enforcement of any other provision of the Constitution that has no nexus with the business of the National Assembly---Speaker's jurisdiction to rule on a point of order is confined both in terms of subject matter and manner of disposal, which is why ordinarily when a point of order is raised that is arguably not within the cognizance of the Speaker, the same is put before the NA for a decision through vote.
