Dr. ILYAS VS GOVERNMENT OF BALOCHISTAN arts. 48 & 105---advice of Prime Minister and Chief Minister---Strict construction---Scope---Except otherwise so provided under the Constitution, the President and Governor are bound by the advice tendered by the Prime Minister and the Chief Minister respectively and in the manner prescribed in the Constitution---Governor has no other powers except those which are expressly conferred upon him by the Constitution.
