CHIEF EXECUTIVE OFFICER, PESHAWAR ELECTRIC AND POWER COMPANY (PEPCO) VS SAJEEDA BEGUM art. 199--- Constitutional jurisdiction of High Court---Scope---Peshawar Electric Supply Company (PESCO)---Widow of deceased employee of PESCO filed a constitutional petition before the Islamabad High Court claiming benefit of Prime Minister's assistance Package of 2014---High Court allowed the said Constitutional petition---Held, that the 2014 package was meant for families of Government employees who died in-service or security-related deaths---Counsel for widow of deceased employee could not point out any law or rule that would lead to the conclusion that PESCO's employees were governed by any law making them government servants; in fact they were employees of a statutory corporation and the terms and conditions of the service of their employees were determined by their own rules and regulations---High Court could not have directed PESCO to release funds to the widow in terms of the 2014 Prime Minister's assistance Package in light of the fact that PESCO's employees were not government employees---Petition for leave to appeal was converted into appeal and allowed, and impugned judgment of High Court was set-aside.
