SHOAIB ASGHAR GUJJAR VS COMMISSIONER SARGODHA DIVISION R.17-a---Deceased quota---appointment in dying cadre---Scope---Petitioner assailed the refusal of authorities to appoint him as Computer Operator (BS-12) under R.17-a of the Punjab Civil Servants (appointment and Conditions of Service) Rules, 1974, on the ground that the post was declared as dying cadre---Validity---Creation or abolishment of seats as per the exigency of the work/service was sole prerogative of the Government---Declaring the post as dying cadre due to changing requirement of government was purely a public policy matter and the Courts could not interfere into the policy matters of the Government, particularly when it was in the public interest---Constitutional petition was dismissed.
