FAISAL RASHEED VS SINDH EMPLOYEES SOCIAL SECURITY INSTITUTION art.199---Civil service---Recruitment---Principle---Post in public sector cannot be allowed to be filled without public notice by issuing a proclamation in daily newspapers and disseminating information regarding the same---appointment in public sector is a trust in the hands of public authorities and it is their legal and moral duty to discharge their function as a trustee with complete transparency as per requirement of law so that no person who is eligible to hold such posts, is excluded from the process of selection and is deprived of his right of appointment in service---High Court does not exercise equitable jurisdiction in favour of a party where equitable considerations weigh against him or where his conduct is inequitable.
