Sc. (Hons) in Agriculture---M. Phil allowance, grant of---Scope---Contention of petitioners was that M. Sc. (Hons) in Agriculture discipline was equivalent to M. Phil degree---Validity---M. Phil allowance was admissible only to those employees who possessed degree of M. Phil duly recognized by Higher Education Commission---Other degree or qualification whether having Higher Education Commission equivalence certificate or not was not admissible for M. Phil allowance---Equivalence certificate granted vide Notification No. 8-35/HEC/A&A/2012/2795 dated 01-06-2012 by Higher Education Commission might be a recommendation for Individual Education Institution but same could not be held as binding for financial matter of the Government---High Court would not interfere with administrative order of Executive Authority unless there was mala fide on record---Nothing was on record that Government had granted allowances to M.Phil and LL. M degree holders for personal gain---General allegation of mala fide was not sufficient for judicial review of executive action---Petitioners-employees had failed to point out any illegality, arbitrariness and mala fide on the part of Authorities---Constitutional petition was dismissed, in circumstances.
