SAFDAR IQBAL VS PUNJAB PUBLIC SERVICE COMMISSION Cancellation of recruitment process---Policy matter---Scope---Petitioner alleged infringement of Fundamental Rights on withdrawal of recruitment process---Recruitment process for the appointment of Tehsildars was initiated in the year 2012 which was later on stopped due to computerization of land record---Public Service Commission was only a facilitator in the process of recruitment which appointed the persons as per requirements/ requisition of the concerned department and even could stop the same on the request of the department concerned---Held, recruitment process was stopped at an early stage of written test therefore, it could not be said that the process was illegally stopped by the Public Service Commission---Government had the sole prerogative to create or abolish seats as per the exigency of the work/ service---Intra court appeal was dismissed.
