MUHAMMAD REHAN QURESHI VS FEDERATION OF PAKISTAN art.199---Constitutional petition---Maintainability---"Person performing function in connection with affairs of federation"---Scope---Electric Supply Companies---Person performing functions in connection with the affairs of the Federation---Scope---Petitioners filed constitutional petitions and sought appointment in Electric Supply companies---Companies/respondents objected to the maintainability of constitutional petitions---Validity---Respondents were state enterprises and the government owned their majority shares---Chief Executive of the respondents was a nominee of the Government of Pakistan and was delegated with such powers by the Board of Directors as were necessary to effectively conduct the business of the companies---Respondent companies could ordinarily be regarded as "person" performing functions in connection with the affairs of the Federation under art. 199(1)(a)(ii) read with art.199(5) of the Constitution---High Court had jurisdiction to exercise judicial power in the affairs of the respondent companies under the Constitution---Objection to maintainability was rejected.
