PROVINCE OF PUNJAB through Secretary Agriculture Department, Lahore VS SALEEM IJAZ Rules made under a statute---Reconciling Rules with the parent statute---Scope---No rule can be framed so as to be in conflict with or in derogation from the statute under which it is framed or in conflict with any other statute, which is not inconsistent with the parent statute under which the rule is framed---However, before declaring so, the court should endeavour to reconcile the rule, that is to say, the rule may be so read, if the phraseology permits it, as to make it consistent with the provisions of the statute.
