AFTAB ALAM VS SECRETARY HOME AND TRIBAL AFFAIRS, GOVERNMENT OF KPK, PESHAWAR S. 3---Constitution of Pakistan, Arts. 4 & 9---Detention of a person---Principle---In order to curtail liberty of a citizen, which is guaranteed through Art. 9 of the Constitution and similarly to be treated in accordance with law being inalienable rights of every citizen of Pakistan under Art. 4 of the Constitution; the Government or an officer of the Government exercising delegated powers has to satisfy himself that order of detention is issued solely for the purpose of preventing any person from acting in any manner prejudicial to public safety or maintenance of public order and when it is necessary to do so by an order in writing direct arrest and detention of such persons.
