IRFAN ALI VS PROVINCE OF SINDH through Chief Secretary, Government of Sindh, Karachi Recruitment under disabled quota---Differently-abled candidates, rights of---Entitlement to appointment---Issuance of offer letter without appointment orders---Legality and effect---The petitioner, a differently-abled individual, applied for the post of Lab Attendant (BPS-02) in the Education and Literacy Department under the quota reserved for persons with disabilities---After completing the recruitment process, the competent authority issued him an offer letter, but no formal appointment order followed, thereby depriving him of employment---Aggrieved, the petitioner invoked constitutional jurisdiction of the High Court---Held: Petitioner was issued an offer letter for appointment consequent upon approval of the competent authority through recommendations of the District Selection Committee---Authorities were directed to issue appointment letter to the petitioner without further delay within a period of fifteen days---High Court emphasized that concerned authorities were obligated and bound to act in accordance with the Constitutional mandate and Court directions regarding the employment rights of differently-abled individuals, including the petitioner---Constitutional petition was allowed, in circumstances.
