Syed MUHAMMAD ALI BOKHARI VS FEDERATION OF PAKISTAN through Secretary, Ministry of Law and Justice, Islamabad arts. 175, 202, 203 & 225---Courts and Tribunals---Scope---Courts can be constituted by the Parliament, however, Constitution does recognize creation of certain tribunals including Election Tribunal under art. 225 of the Constitution---Constitution specifically recognizes establishment of Election Tribunals as a "forum" for resolution of election disputes under the law by the Parliament---Harmonious interpretation to the provisions of the Constitution is to be made so that no one provision of the Constitution collides with the other---Election Tribunal is not a "Court" as envisaged in art. 175(3) of the Constitution and is a "Tribunal" created for deciding election disputes.
