VS art. 186---advisory jurisdiction of the Supreme Court under article 186 of the Constitution---Scope---While the opinion rendered by the Supreme Court under its advisory jurisdiction may not be binding, it carries significant credence and persuasive value---It is rendered after much deliberation, thoughtfulness, and appreciation of the questions forwarded by the President consistent with the constitutional obligations and judicial propriety---Such opinions ought to be respected with due weight and esteem by all organs of the State---However, concomitantly, questions transmitted for opinion in the reference should not be ambiguous, indeterminate, or inexplicable to avoid the possibility of the Supreme Court returning the reference unanswered.
