KHURSHID VS PUNJAB WORKERS WELFARE BOARD S.4(1)(b)(v)---Removal from service---Absence from duty, allegation of---Absence period was regularized after department approved 'extra ordinary leave without pay'---Department considering absence period while imposing major penalty of removal from service---Legality---Granting leave to employee envisaged continuity of his service and if he was seemingly continuing in service such period cannot be considered' absence from duty'---The absence period for which an employee has already been granted extra ordinary leave without pay cannot be considered/mentioned again while imposing him major penalty of removal from service rather it would be considered that absence period has been regularized by the authority.
