THE PROVINCE OF SINDH THROUGH CHIEF SECRETARY GOVERNMENT OF SINDH VS RAJ KUMAR LOHANA. R. 11---Sindh Civil Servants Act (XIV of 1973), S. 26---Fixation of inter-se seniority---Total length of service as a determining factor---Validity---Seniority or inter-se seniority is in fact determined on the basis of total length of service and for judicious resolution of such question, the actual period of service must be kept in mind---Sindh Civil Servants Seniority Rules, 1975 give precedence to initial appointment determined on the date of regular appointment and if recruited in the same batch, then seniority is classified according to the date of regular appointment.
