Mst. SHAISTA HUSSAIN VS FARZANA NAHEED. Preamble---Existence of landlord and tenant relationship being deriving factor conferring jurisdiction upon Rent Tribunal---Scope. The Punjab Rented Premises Act, 2009 proceeds on assumption that relationship of landlord and tenant exists between parties in an eviction petition. The object behind enactment of the Act is to regulate relationship of landlord and tenant, provide mechanism for settlement of disputes and connected matters. Where there is no relationship of landlord and tenant between parties before Rent Controller, the Rent Controller has no jurisdiction to proceed with the matter.
