ARAB VS PROVINCE OF SINDH THROUGH SECRETARY HEALTH DEPARTMENT. Art. 199---Constitutional jurisdiction of High Court---Scope---Disputed questions of fact, resolution of. Such questions cannot be entertained and adjudicated in the writ jurisdiction and in the constitutional jurisdiction. High Court cannot go into miniature and diminutive details. Extraordinary jurisdiction granted under article 199 of the Constitution is envisioned predominantly for affording an express remedy where the unlawfulness and impropriety of the action of an executive or other governmental authority could be substantiated without any convoluted inquiry.
