MARKET COMMITTEE KARACHI VS AMIN AKBAR ALI DOSSA. Legislative intent and purpose---Implementation according to true letter and spirit. Maxim "litera legis"---Meaning and scope. Legislative provisions must be implemented according to their letter and spirit. Letter of law refers to exact wording of statute whereas spirit of law refers to objective and purpose for which law was enacted. Courts must interpret statutes keeping in view legislative intent. Literal interpretation is applied where words are clear and consistent with purpose of law. Where literal interpretation leads to absurdity, hardship, injustice or defeats purpose of enactment, purposive interpretation may be adopted. Purposive interpretation gives effect to legislative object by following literal meaning where appropriate and modifying meaning where necessary to achieve legislative purpose.
