Nazir Hussain VS Province of Balochistan S. 3---Balochistan Civil Servants Act (IX of 1974), S. 4---Termination of service---Ad hoc / temporary appointment---Scope---Petitioners challenged the termination of their services who were appointed on an ad hoc basis against various administrative posts without following the prescribed procedure through the Public Service Commission or departmental selection board---Validity---Appointment made on an ad hoc or temporary basis confers no vested right to hold the post indefinitely or claim regularization as a matter of course, when the rules explicitly dictate that initial recruitment must be processed through regular competitive channels---Ad hoc appointments are stop-gap arrangements designed to meet immediate administrative exigencies and automatically terminate upon the availability of regular selectees recommended by the proper recruitment agency---Authorities acted well within their legal competence in discontinuing the ad hoc arrangements---Constitutional petitions being devoid of merit were dismissed.
