ANISUR REHMAN VS SHARIFA KHATOON West Pakistan Urban Rent Restriction Ordinance 1959--PREAMBLE , S. 21(1)--West Pakistan Urban Rent Restriction Ordinance (VI of 1959), Preamble--Object of Ordinance--Intention of Legislature--Preamble of Ordinance, 1959 clearly indicated that it was promulgated to make effective provisions for restricting increase of rent of certain premises within limits of urban Areas and eviction of tenant there from in the Province--Intention of legislature, held, was to make provisions for better control of premises to prevent unreasonable eviction of tenant and to enact provisions solely for benefit of tenants, who having regard to lack of accommodation were left at mercy of landlord.
