RAZIA BUTT VS GHULAM RAZA West Pakistan Urban Rent Restriction Ordinance 1959--13-A , S. 13 read with S. 13-A-Notice to tenant-Section 13-A-Lays down a plenary rule-Section does not make any exception in case of statutory landlords, viz., other than owners-Statutory landlords-Do not step into shoes of owners, their title being limited to receive rent only--Section 13-A requiring intimation of change of ownership---No notice under S. 13-A issued to tenant-Allegation of default in payment of rent cannot be brought against tenant-Respondent not shown to be landlord of disputed property nor notice under S. 13-A served upon appellant tenant, proceedings of eviction on ground of default in payment of rent, held, could not be instituted.
