TAIMOOR KHALID VS MUHAMMAD AZEEM Laches, doctrine of---Applicability---Scope---Appointment of Assistant Professor---Petitioner qualified written test but he was not allowed to appear in the interview due to lack of requisite teaching experience---Petitioner moved writ petition which was allowed and Public Service Commission was directed to conduct interview of the petitioner---Validity---Negligence on the part of candidate was evident and doctrine of laches was attracted in the present case---Doctrine of laches would be attracted where the party invoking writ jurisdiction by his conduct had waived his right or on account of his negligence the other party was to be put in a situation of disadvantage, if the remedy was allowed to such person at a belated stage---Valuable right had accrued in favour of respondent who had been finally selected due to negligence of petitioner---Writ petition being hit by the principle of laches was liable to be dismissed on the sole point of laches---Impugned judgment passed by the High Court was set aside and writ petition was dismissed---Appeal was allowed, in circumstances.
