MANZOOR ELAHI VS DISTRICT AND SESSIONS JUDGE, SARGODHA S. 30---Jurisdiction---Judicial security---Court had duty to see whether the summary proceedings under the Punjab Health Care Commission Act, 2010 withstand the test of judicial scrutiny on the touchstone of mandatory provisions of law embodied in the said Act---Discretionary powers of the Commission under the Act, 2010 must be examined to see if the same were exercised with due care/reasonably/ proportionately and in consonance with law.
