FEDERATION OF PAKISTAN VS NASIR MUNIR AHMED When the law specifies a particular manner and procedure then it is obligatory for the functionary of the State to adhere to the same and comply with it in all respects and any negligence, failure or omission to do so invalidates the proceedings on account of which whole superstructure raised on such defective foundation automatically crumbles down.
