SOHAIL AHMAD VS GOVERNMENT OF PAKISTAN through Secretary of Interior Ministry, Islamabad Principles of natural justice require that the delinquent should be afforded a fair-minded opportunity to converge, give explanation and contest the allegation before he is found guilty and condemned--- No decision affecting the right of any person should be taken without providing an opportunity of being heard.
