M.Q.M. (PAKISTAN) VS PAKISTAN through Secretary Cabinet Division, Government of Pakistan Delegation of power---Scope---Legislature cannot delegate un-canalized and uncontrolled power, as the power to delegate must not be unconfined and vagrant but must be canalized within banks that keep it from overflowing---Banks that set the limits of power delegated are to be constructed by the legislature by declaring the policy of a law and-by laying down standards for guidance of those on whom the power to execute the law is conferred.
