AHMAD OMAR SHEIKH VS GOVERNMENT OF SINDH through Chief Secretary Regln. 2(l)--- Miscreants--- Enemy alien---Scope---Non-use of the words enemy alien in Regln. 2(l) of the Actions (in Aid of Civil Power) Regulation, 2011 and miscreants instead was because the legislature intended to include Pakistani nationals in this piece of legislation as well as non-Nationals which would not be in consonance with the definition of enemy alien who had to be non-Pakistani national.
