AAMIR ALI VS DISTRICT AND SESSIONS JUDGE, LARKANA arts. 189 & 199---appointment on son quota---Claim against Offices of judicial service---article 189 of the Constitution enunciates that a decision of the Supreme Court, to the extent that it decides a question of law or is based upon or enunciated a principle of law, should be binding on all other courts in Pakistan and certainly this dictate included the High Courts---Claim of the petitioner was against officers of the judicial service prima facie under the dominion and control of the High Court---There was very little precedent of orders in such matters having been escalated by the relevant office before the Supreme Court, therefore, utmost caution was merited in such instances so as to preserve the sanctity of the law.
