ENGINEER Dr. NAZIR HUSSAIN VS PROVINCIAL GOVERNMENT S. 5(1)---appeal before the Service Tribunal---Project Director of a hospital---Locus standi---Scope---Held, that an additional charge of Project Director does not fall within the scope of terms and conditions of "Civil Servant" as defined under S.5(1) of Gilgit-Baltistan Service Tribunal (amendment) act, 2022---Consequently, appellant in the capacity of additional charge did not qualify as civil servant---Besides, on examination of relevant Notification while relieving the service of the appellant as Project Director, additional charge had been granted to another Superintending Engineer, LG&RD, which was also illegal, unlawful and against the practice and procedure as laid down by Planning Commission Manual for Development Project, 2024 in paras. Nos. 4.6 to 4.10---Gilgit-Baltistan Service Tribunal ('Tribunal') also set-aside the said Notification to such extent---appeal was dismissed accordingly.
