The PROVINCE OF PUNJAB through Chief Secretary, Government of the Punjab, Lahore VS T&T EMPLOYEES IDEAL COOPERATIVE HOUSING SOCIETY LIMITED. Principle of statutory interpretation---General law and special law---Harmonious construction---Scope. Fundamental principle of statutory interpretation is that apparent conflict between general and special law should be resolved through harmonious construction. Where two provisions appear to operate in the same field, effort must be made to give effect to both rather than rendering one provision redundant. Special law governs matters specifically dealt with therein, whereas general law continues to operate in areas not covered by special enactment. Cooperative Societies Act, 1925 being special law governs regulatory and supervisory matters relating to cooperative societies. Punjab Government Rules of Business, 2011 being general administrative framework does not override statutory powers of Registrar under Cooperative Societies Act. However, existence of special law does not completely exclude administrative powers of Chief Minister to call for information or issue directions to government departments. Both provisions are to be interpreted harmoniously to advance the object of law. Appeal was allowed in circumstances.
