MUHAMMAD AKHTAR VS DEPUTY COMMISSIONER, KHUSHAB Exercise of discretionary power has its own circumspections and law recognizes no such thing as an unfettered discretion---All discretionary powers, especially that as conferred by statute, must be exercised in terms of well-established principles of administration of justice and law---All judicial, quasi-judicial and administrative authorities must exercise power in a reasonable manner and also must ensure justice as per the spirit of law and the established instruments regarding the exercise of discretion.
