SYED SAAD ALI VS FEDERATION OF PAKISTAN THROUGH SECRETARY MINISTRY. Words of a statute to bear their plain meaning unless context or purpose requires otherwise---Scope---Interpretation of statutory provisions. Words contained in statutes, rules or regulations are to be understood in their natural, ordinary and popular sense. Held: Phrases and sentences contained in legislation must ordinarily be construed according to their grammatical meaning unless such interpretation leads to absurdity or unless the context, object and purpose of the statute require a different construction. The Supreme Court observed that Courts cannot ignore the plain language of a statutory provision and cannot introduce meanings which are not expressed by the Legislature. The intention of Legislature must primarily be discovered from the words used in the statute. Where statutory language is clear and unambiguous, the Courts are required to give effect to such language.
