SYED SAAD ALI VS FEDERATION OF PAKISTAN THROUGH SECRETARY MINISTRY. Words of a statute to bear their plain meaning unless context or purpose requires otherwise---Scope---Interpretation of statutory provisions. Words contained in statutes, rules or regulations are first to be understood in their natural, ordinary or popular sense, and phrases and sentences are to be construed according to their grammatical meaning unless such interpretation leads to absurdity or unless there is something in the context, scheme or object of the statute which requires a different interpretation. Held: The primary duty of the Court while interpreting a statute is to discover and give effect to the intention of the Legislature as expressed through the language employed in the enactment. Where the words used by the Legislature are clear, unambiguous and capable of only one meaning, the Courts are not permitted to adopt any hypothetical or alternative construction merely to achieve a particular result. The Court cannot add, omit or substitute words in a statute under the guise of interpretation. A statutory provision must be interpreted in its plain and ordinary meaning unless the context, purpose or object of the law clearly indicates otherwise. The Supreme Court reiterated that interpretation of statutes requires adherence to the language used by the Legislature and the Courts must avoid introducing meanings which are not found in the text of the law. The object of interpretation is to ascertain legislative intent from the words employed and not to rewrite the statute according to perceived notions of justice or convenience.
